сущ.пол., лат. империум, империй (в Древнем Риме: неограниченные полномочия высшего должностного лица, осуществляющего свою власть на основе законов военного времени и являющимся всенародно избранной главой государства и верховным главнокомандующим; империум не существовал на территориях, где существовал суверенитет республики и власть главы государства была ограничена конституцией, напр., глава государства не мог лишить жизни римского гражданина без приговора суда; но на территориях, где население не имело права римского гражданства, верховный главнокомандующий стоял над законами, напр., он мог лишить жизни кого угодно без суда по своему усмотрению; отсюда происходит понятие "империя" — государство, территория которого подразделяется на сферы полноправного и неполноправного населения; по отношению к римским гражданам император мог быть самодержцем не только в случае военного подчинения ему этих граждан, но и в случае не ординарных, а экстраординарных полномочий главы государства, т. е. если глава государства становился диктатором; в этом случае законы переставали действовать, их заменяли распоряжения императора; после сложения империума его бывший носитель мог быть отдан под суд по инициативе любого гражданина, посчитавшего, что носитель империума при осуществлении своей самодержавной воли не руководствовался интересами общего блага римского народа)See:
